You need to have content that people will want to link to. Don’t fake it or Google’s index will ban you

It would take a lot, but a single link from a PR 4 or 5 could easily get you there. As far as Google PR goes, it means nothing so personally I wouldn’t worry about it.

Impossible to answer. Maybe cause of the pigeonrank system (1), or simply because it depends upon the ranking of the page linking to your page. Pages that have higher ranking mean more than pages with lower ranking. Ergo links from cnn.com are worth more than some badly done link farm on a free site like tripod.
Your best bet is to look for sites that reflect and compliment your site, not any and every site that will exchange a link. Because a site with bad page rank can bring your page rank down.
