Pages that have higher ranking mean more than pages with lower ranking. Ergo links from cnn.com are worth more than some badly done link farm on a free site like tripod. 

Your best bet is to look for sites that reflect and compliment your site, not any and every site that will exchange a link. Because a site with bad page rank can bring your page rank down.

		<description>It would take a lot, but a single link from a PR 4 or 5 could easily get you there. As far as Google PR goes, it means nothing so personally I wouldn't worry about it.</description>
